they will update your console if you send it in. I had a similar problem (card slot broke) and called them to make sure. The guy on the phone was pretty chill about me not wanting it to update, but he told me its just part of the process and that he cant do anything about it.

Looking into it a title restore would remedy this but my EMUNAND corrupted as I finished installing my CIA's and tried to run menuhax.
Would reinstalling the CIA keep my saves intact and update the tickets? If so I have a lot of downloading to do.

If you actually meant cia files, they're installers for whatever you want to load onto the 3DS's SD card as applications. Usually pirated/backup games fall into this category, since this means you don't need the actual cartridge to play.

CakesFW is a CFW that is very minimal. All it does (currently) is run your 3DS, whether in sysNAND or emuNAND, with all signature checks patched out. It's similar to PastaCFW, but compatible with current *hax 2.5.

What you don't understand is that the Wii U is a machine that thinks for itself. You may think you have it unplugged but it WILL plug itself back in. If there is an open network it WILL connect itself, even if it's a closed network the Wii U WILL hack the password and connect itself to update. Your best bet is to lock it in a box with chains till the exploit is out.
