Bullshit, that's just the downside of having leveled areas and no scaling. All RPGs run into this problem (Witcher 3 for example was a fucking joke, on Death March I became OP by level 12 or some shit, the game was easy as hell).
They tried fixing it with Oblivion and got shat on, either you want a sense of progression yet run the risk of becoming OP (Fallout 4, New Vegas etc) or you lose the sense of progression and drastically reduce the risk of becoming OP (Oblivion)

Basically how the FUCK do I get 100 happiness? I had it at 98 and it stopped rising, I fast travelled somewhere to grab something and when I came back it dropped to 97 and will not fucking move.
I have filled my settlement with lvl 3 clothes/food shops and clinics
Once I get that I can do all the faction trophies and get the plat
Also for those faction ones I save halfway through mass fusion and then can do any faction, reloads, repeat with a new one? Someone told me that's how you do it

At least that's how it was in past Fallout and ES games. Idk if you can avoid crits / stealth / stacked damage perks and still have late-game be easy. For me it depends on the enemy class but I'm only level 33.
