It's simple fun imo. The whipping/platforming mix held my attention to the end and was unique enough to make the game worth a play. It seems to be going on sale online in a few places so look around a bit. Vehicle stages mostly suck but there aren't that many of them. The collectable snacks are a cute addition if you don't get all pissy about product placement - I think they added to the game since they were actually interesting collectables.
Also, ignore all the complaints about the level select spinner. The spinner lands on the tile you hit stop on and you can buy additional tiles so if you aren't a brain dead idiot you can play the game completely linearly. Unsurprisingly, reviewers really struggled with this and marked the game down. Apparently you need to be below an average IQ to review video games.

Well, you can system format your 3DS then, and relink if you system format before entering the store.
You aren't stuck doing a system transfer in-store, but I'd still system transfer anyway since a PC-based transfer is faster than redownloading every title off the eShop.
