Games have been downgraded since time beyond fucking record. The closer a game reaches completion the more taxing it becomes on the hardware. What ran before suddenly doesn't.
Go look up some alpha footage of old games, they often have better visuals or more features compared to the final game.

Why are people making a big deal out of this? It's not like they're being disingenuous. They're literally pushing the hardware to its utmost limits in ways few developers are even capable of, while also having streamed approximately 8 hours of extended gameplay from the actual build of the game.
Now if the game ends up being noticeably downgraded from the E3 build for whatever the reason, then that would be a problem. But I don't see much of a reason to fear that.
