Firearms are weak at the start of the game, you gimp yourself by using them in the early bits. Firearms is useless until you can buy actually good weapons.

Firearms were perfectly serviceable and actually useful for me early on. I was able to dispatch enemies with ease with the 38 revolver and pump shotgun. Later on, even when I had so-called "better" guns, they were totally worthless as the enemies had turned into total bullet sponges.

It depends on the clan and how old the vampire in question is. Werewolves start much stronger but Vampires can vastly outperform given enough experience and age. A Tzimisce zulo form is supposed to be able to fight a werewolf one on one.

Guns do damage to vampires. There are three levels of damage: Bashing, lethal, and aggravated. You essentially have HP boxes when playing the game, and your Kindred goes into torpor when they all fill with lethal damage, but not bashing. Bashing damage taken is counted as lethal when your health is filled with bashing damage.
That said, two shots from any gun aren't going to do shit. There's always the possibility he had some kind of gun with the second bullet filled with Holy Water or some shit.

jokes aside. Hunter the Reckonicking is as good as Vampire/Werewolf/Mage. You are fighting for the losing side, you are underpowered, you lack resources (unless you use the Hunter.net that is technically 4chan for Hunters). Even then, you have this psychos Waywards that kill shit over and over that even their own kind hunt them.
Check also Urban Legends, Hunter so fucking powerful that they become legends among hunters. They are killing shit like Werewolf clan leaders or Old Vampires.

Waywards are insane. They kill everything surrounding them. To be fair they are much unstable. Urban Legends are veterans in the Hunter Ranks. In the book if you are hunter and survive a year, that's a fucking accomplisment. Technically you will be targered by everything in the WoD.
Imagine you are in work, you are Hunter. Then you realize your boss is a faggy Ventrue using interns as sex slaves and feeding. You have to kill it, you cannot live with that shit because you already see the world how it is.
If you successfully kill your boss, then you realize that you are targered by the Camarilla, because you killed an influencial Vampire in the city. Then you have to look for aid in Hunter.net. If you are lucky, a veteran hunter will lend you a hand and maybe you could escape the city before being owned by the Camarilla.
