Anon, it's typical for people to blame the characters whenever the writer fucks up with them. It's better off ignoring them.
I agree though--Carlos acting dumb was a cheap way out of getting Akane and Junpei be alive for the VLR timeline while cutting down on the amount of exposition needed to make it, uh, "work." Carlos is even irrelevant to that timeline afterwards despite having the power to help Akane.
