So my understanding/possibly headcanon, Old Lady Akane was "indirectly" working with Delta for the AB Project to succeed, in order to send Sigma and Phi back to Dcom and for the Delta's plan there too succeed in its manyCOMPLEXgoals.
Dio was sent to Rhizome 9. He thought he was there to stop it, but Akane and Delta knew that he was the 'piranha in the koi tank" that allowed the project to succeed.
One other reason for VLR and it's time loop is that if Sigma and Phi's consciousness don't get sent back, there isn't any reason for them to be at Dcom to begin with. And without 67 year old Sigma being there, he doesn't meet Diana, whom he used to know and love. There is a bootstrap paradox for Sigma and Diana's Love. It only occurs because (Old) Sigma already loved Diana, and then Diana to (young) Sigma.
