Because Sticker Star was a step backwards from any past Paper Mario game by any stretch of imagination and Color Splash has been shown to improve absolutely nothing from it. Battles are still pointless with no exp, every NPC is a Toad with the same personality, all attacks are consumable, further feeding into the whole battles being pointless thing.
They want to prove that an RPG can have a minimal effort plot because it's the gameplay you should enjoy, but the gameplay in Sticker Star and Color Splash is complete shit too because they stripped away so many mechanics that make a turn based game engaging in any way.

Visually it's far removed from the franchise.

The way a lot of devs do it sure. But it's still got a lot of merit. Not everything needs to look like fucking Michelangelo in 3D animated form. Of all the people to know this I'd figure an anime fag would know it the most, after all part of the the popularity of anime comes from it's stylized artstyle that defies realism.
