Federation Force itself is perfectly fine, everyone who has played it says it plays very well and it's quite fun, the art style suits perfectly fine a handheld (seriously who wants a realistic FPS metroid game on a fucking toaster like the 3ds?) and the premise is perfectly fine for a coop game.
The problem though isn't Federation Force, it's the Metroid franchise, the reason Federation Force gets so much hate is
1: Nintendo's showing at E3 2005 was abysmal, everyone was expecting a new big game (with Metroid in line) and none was shown, instead we got an entire show of spinoffs from established franchises.
2: After Other M everyone was expecting Nintendo to come out with a new Prime game as damage control, instead we get teased to fuck with Federation Force and a Retro Prime is still MIA.
3: People are worried that Metroid has been relegated to a 3rd-tier franchise after the failure of Other M like F-Zero.
4: Retro has been working on a game for like 4 fucking years and nobody knows what it is, meanwhile the only Metroid game we have coming out is a 3DS spinoff.
Federation Force itself as a game has nothing to do with why it is getting so much hate. It's simply an avatar for Metroid fans to project their displeasure with Nintendo's handling of the franchise and Other M hate onto.
I say this as a fucking crazy huge Metroid fan. I will make a bet we will be seeing a Prime game come the Nintendo NX show later this year and suddenly Federation Force will be accepted as perfectly fine.

The Golems are likely a huge drain on resources with the best stuff the GF has to offer, yet the best thing I've seen them take out is roughly equivalent to the Hive Mecha. So far they've fought Space Pirate grunts and wildlife.
Even in gameplay these guys have 1 energy tank to Samus' 20-ish. Their weapons are power beam lite, a weapon that was already lite, and there's no equivalent to the stronger stuff like the Wave or Plasma Beam that we've seen so far and missiles are extremely limited. The Golems are vulnerable to corrosive gases that the mid-game Varia would be immune to. They apparently need 4 of these guys to match basic Space Pirates, etc.
You could put 50 of these guys in a room with Ridley and I'd bet on Ridley.

Everyone always goes after Tanabe on this but I think most of it is on Next Level's shoulders. They're the ones that can only do cartoony shit, they're the ones that are kind of notorious for being shitty with graphics, they're the ones that are all about sports, and given that Luigi's Mansion 2 also had a mission based structure and a world broken up into small and distinct areas, I wouldn't be surprised if that was their idea, too.
As far as there not having been any other Metroid games recently, blame Sakamoto for abandoning the series.

Luigi's Mansion was a step-down structure-wise, but I thought they worked well with the power they were given, and Luigi's mannerisms and situations were still held intact.
I think their decision to go chibi-style was a mistake, but at least the game looks to run smooth.
