I seem both happen.
Generally well designed cards have a balanced setup, but sometimes shit happens.
For example, you can literally double the performance of the dreadful Geforce 4000mx by doubling the clock of its memory speed, but on most cards this do nothing.
The HBM cards AMD released were mostly about saving space and power rather than abusing the extra performance, and i bet the Vega architecture will use the speed of the memory mostly to cheat and offload caches, tables etc to it to save die space.

Of course the effect seems to change whilist recording, but otherwise anything above 337.88 seems to cause random stutters and slowdowns.
