You will see there will be stable 30, what "same frame" means if a game max frame is 30, it won't be 60 in Scorpio, but it can be 30 locked unlike Xbone which could drop to 25 or lower sometimes.

They are doing their best not to fuck over the 20mil people who already bought an OG XBONE, and the XO S will be pretty good as a basic console for 299$.
If they'd partner with Valve and give users the option to play games from their Steam library that are also on XO, it would make a decent option for cheap gaming, and if they give people mouse and keyboard support, I'm sold.
But of course that won't happen and MS will only share your library between XBL and Windows store games, which is still something I guess.
