Basically for this card to work you need to summon 14 times in a single turn without using up your normal summon.
I can't think of anything except Librarian and Level Eater shenanigans that could make it work.

Pendulums are a EITHER a monster card or a continuous Spell cards that can summon ALL monsters from your hand when you have two of them on the Pendulum field depending on the pendulum level each have.
Like if this pendulum monster have Pendulum lv 3 and the other pendulum monster have pendulum lv 6, you can, once per turn, special summon ALL lv 3-6 monster on your hand and your face up cards in your extra deck
When you try to send a pendulum monster to the graveyard, they go to the extra deck instead, unless there's a specific rule that says they really have to go to the graveyard (Trap Hole, Black Horn of summon, etc)

Depends on the cards you need. If it's nothing big just check out ebay and you can normally get 3 of a card for a dollar or two. If you need something specific at a certain price then you are pretty much going to be required to pay that much for it unless you get lucky.
