The knight was, even though he initially seems to be the victim.
The potion seller is protecting the knight from danger, knowing that the knight will harm himself if he sells him his potions. Despite being given a clear reasoning, the knight persists, refusing to heed the potion seller's warning. Knowing that the knight will still proceed, and ultimately kill himself, the potion seller could not sell him his potions in good conscience.
There is the possibility that the knight intended to do something with the potions other than consume them, but if this is the case, then he should have explained that to the potion seller.
The potion seller does come off as a bit of a dick at the end, but it's only well after the knight has made an unreasonable demand, refused to listen warnings and reason, and made a nuisance of himself after being refused service on the grounds that the correct service could not be rendered to him at that location. Prior to this, the potion seller is quite polite, and while he might have had low opinions of knights, he still began the conversation showing basic human respect, warning of potential dangers, and recommending alternatives.
Assuming that the potion seller is arguing in earnest, and not basing his opinion of the knight's fortitude on his low opinion of knights in general, he was doing an honorable thing by refusing him service, and given the way the conversation starts, I'm inclined to believe that he was.

It's quite obvious Potion Seller doesn't sell his own wears because he offers his services to the highest bidder. Think of it as those outlandish outfits you see in fashion shows. They aren't created to be worn, they're to show the capabilities of the creator. Potion Seller creates these ultimate potions to prove what he's capable, and then sells his service to some rich king or noble.
If he were to sell his potions himself, he'd lose money compared to the steady income of working for someone who is capable of marketing and distribution over a grand scale. It's greedy, but fair.
