If you can't come up with anything good, then design games for other cape shit heroes that haven't gotten games.

If you want a sandbox Superman game, make one with a wide variety of random events like Spider-Man 2. There should be no markers or waypoints. Metropolis is your home, learn its ins and outs. User your X-Ray vision, your super hearing, and your connection to the people of Metropolis to find trouble and fix it. Increase the tension by implementing a Dead Rising type of time system. You can't be everywhere, so choose. Your decisions could have consequences later on. You failed to stop the burning building at a chemical factory. Congrats, the Employee of the Month, Rex Ruthor is now balled and wants revenge on Superman.

Adapting his powers to video games is simple enough.

But while I think Metropolis would be a fine sandbox alone, I'd craft "story missions" in large levels that can accommodate his power set but also be tuned to whatever the story demands of it. Think Peach's Castle to the Painting Worlds in Super Mario 64.

Things where Superman might spend a mission in Gotham, or on different planets, or in Atlantis.

It would let them show off a bigger universe as befitting of Superman, while still providing lowkey scenarios where you can just be a superhero helping people in need.

Slowly make him do smaller stuff (people falling from a building, stopping robbery, ect.). And over time building up the problems while slowly adding more and more heroes Supes meet. Get Flash in it while he helps Supes with his speed, Wonder Woman with getting someone to confess, Batman helps with detective work while the two talk about while they disagree of their method they are happy to have each other.

At the end of the game you lead them in a massive fight against Darkseid along everyone you have meet and in the end you form the Justice League.

90s-era Superman couldn't even survive in space unaided for most of the decade.

I think the most you could do is an origin story, with Supes slowly adquiring his powers. Final levels could be you with Supes at his 100 %, with frantic battles against all sorts of crazy, giant enemies.

The problem was that Silver Age was all about being weird as fuck. And DC didn't really care about putting a solid idea on how strong Supes should be since he was from the Golden Age. It was only around the 70's when they started really trying to solitify what DC characters can and can't do while Marvel knew how to deal with how strong their characters were at the get go.

Make a game about Superman saving people. Superman's conflicts aren't usually with his antagonists, but rather with the havoc they create or with tragedy in general. Make the player be creative with all of Superman's awesome powers for maximum saving.

Uhhh, 30GB game.

Multiple cities, intricately designed, 2 of the cities are DLC. You have to WALK around town as Clark Kent until plot activated battle happens, once you gain enough rapport, you can freely use your powers in the respective city.

Combat consists of aRPG elements, Superman grows in level, stat points can be allotted during level ups. It's fluid and fast like DMC3 (not DMC4), but not too unreasonable to be crazy, mosttly like Marvel Nemesis, without the fixed target and shitty bugs. Superman can do everything he's supposed to, you don't magically unlock abilities; you have everything at a base level which can do more damage like in DMC3.

The music would be something like a mix between Hitoshi Sakamoto and Martin O'Donnell. Impressionistic, romantic and full of purpose. There would uh, be musical cues to let you know you can save people.

Uh, sound direction is led by someone who was behind The Evil Within and the guys behind Resident Evil 6. Lots of eerie noises for enemies like The Parasite and Doomsday, you can hear the metal whinge and crunch, steel beams churn and snap; that kind of stuff.

Graphics would be uh, relatively high end, like Vanquish, but without the upscaling nonsense. No pop in, maps aren't proceedurally generated. Uh, and I guess that's it.
