Route 66 (the map with the gag) launched about a week ago.

All games fundamentally operate on a constant loop of events. At the most basic level, a game might check which inputs were pressed, update all game objects, draw them, and then repeat this loop until the game is closed. For a game server, the render step is irrelevant.
"Tick rate" is slang for how many times per second the server "ticks", or completes a full loop of these events. A server with a tick rate of 20 will run through this loop 20 times every second, and so on. A higher tick rate means that more information can be processed in a shorter period, which is extremely beneficial for fast paced games where many events can occur in a short time span. On a smaller tick rate, the server may have gaps in information that occurred between ticks, and actions that players see on their screen may be delayed on the server or never register at all. For an example of delay, this may mean your player position only updates 20 times per second and thus the server's idea of where you are may not be aligned with what your screen shows, since your screen updates 60 times per second while the server only gets 1/3 of that. For an example of missing information, you may see your projectile hit an enemy, but it happened between two ticks and thus the server never "saw" it happen.

From my understanding it's how often the server refreshes per second. A tickrate of 20 would mean that every third frame gets checked, provided the game runs at 60fps, and information would travel only when that third frame is reached. Shooting someone at frame 1 means they die at frame 3 because of the tickrate.

Basically netcode FPS, to put it simply. It's a completely independent concept from physics FPS and client FPS despite what some anons ITT believe. Although sometimes they can be tied together (which is a red flag for a shit dev). It's just how often the server is taking in packets from all clients and then updating the game for everyone.
There's other factors that affect netcode like interp, xerp and packetloss, all of which were pretty much solved two decades ago and yet almost every single online video game is incapable of acceptable netcode.
The only thing we haven't really came up with a solution for is an efficient way of providing proper destruction netcode that can show players real time destruction on a server that isn't desynced to fuck or on a stupidly low tickrate; see BF3/4.
