Because the entire story is incredibly ambiguous and shrouded in mystery. The Doctor manages to see off the antagonist, but he is left dumbfounded as to what it actually was.
Everything the villain did (the possession of people and the ood, the way it knew about their lives and the ancient writing that couldn't be translated by the TARDIS) suggested that it was actually Satan. The Doctor was thrown into a situation, and faced an enemy, that superseded and somehow managed to transcend all of what he "knew" about the universe.
It challenged his fundamentals. He couldn't be quippy, wave his sonic around and save the day. It would've made a good regeneration story actually.

That's actually an even more interesting Doctor/Master dynamic. If they were just simply friends again and got along fine. That would go pretty far to establish how different the War Doctor is too.

Jacobi would be great mostly because I feel like his of the same generation and calibre as Hurt. I think they'd play off each other really well.
Whoever it is I hope it's not one of the already established audio Masters. I'm not sure why but I just think that would feel weird. To me, the War Doctor is its own distinct era and if you put too many BF stuff in it it just becomes yet another BF line. I don't know. Whoever it is should at least be a similar age to Hurt.

i like to imagine that the timelords gave him a new regeneration cycle and in return he served as a general. they were so desperate for soldiers that they released every time lord from shada and that was the master's army
i can picture him taking his role in the war really seriously actually, having the time of his life with so much power and being a great strategist and also genuinely hating the daleks.

Yeah, I love Macqueen but I feel like his Master is a bit to crazy for Hurt to play off of. An older, more reserved Master that through cooperation could take the Doctor to his moral extreme would be something amazing.. Hell it could be the thing that makes him realize it needs to end, and ultimately leads to his decision to destroy the Time Lords.

That would probably piss him off. Also it sounds hilarious and something that could end up working pretty well as a story arc. I mean he doesn't care about his name anymore, but he holds his former selves in high regard and probably doesn't want that identity spoiled. Say, ancient Rome. At that point Pete's World and the Doctor's world still were identical. If the Doctor in his universe traveled back to ancient Rome as well, would he be able to meet Pete there, would it be a sort of crossroad?
