Everything from his movements, speech and demeanor indicated that he understood at least a degree of what he was getting into.

Note that it was left to Karstark to correct the Meister, since Ramsay wasn't in the right frame to instantly spot the mistake.
Note that his movements when releasing the hounds were deliberate, but jerky, and his quip was delivered with a stony face that construed inevitability, not humour.
Now compare that to the Sand Sneks.
When Ellaria gave her Sanctimonious speech, was it done heavy with the burden of things to come? No. It was done with a sense of moral superiority.
When she described the death of his son, was it done with a heavy heart? No. It was done as if she were sentencing a murderer.
When The Sneks told him his fate, was it done with regret or resignation? No. It was done almost jovially, relishing the coming death.
When they saw his body, did they see it as a necessary evil? No. They made a sincere joke about it.
When they faced up to the fact that what they did might cause a war, did they show any trace of remorse at the deaths they would cause? No. They didn't even realise the effect they would have.
TL;DR - No matter what Ramsay does, he will always be the moral superior of someone who doesn't even understand what they are doing is wrong.

But when you go back his family tree 5 generations, it connects to House Lannister's line. But to get to Aemon Targaryen's line, you have to go back 9 generations.
