Yu could argue that TNG had too much data too.
Though TOS had lots of Spock because it was Gene's main idea to often show the humans as seen by an outsider or an observer.
It's the same reason why DS9 tended to often focus on Quark and Odo. But even in TNG and DS9s cases, it wasn't as unbalanced as it was in VOY. And the difference is that even if there was a difference in screentime in all the series, it's also clear that in VOy the writing staff focused mostly on the Doctor (and then Seven) while TNG, DS9 and even ENT took some time to work on the other characters even if the audience didn't necessarly like them the most (especially on DS9 where even secondary or background characters have long-going arcs like Rom, Nog or Jake)
