Shiva is a better MARTIAL ARTIST than batman but not a better FIGHTER.
Steve rogers is a great fighter, but is very low when it comes to martial arts. Batman is actually trained into fighting meta-humans, has a genius intelect, can lift up to a ton, and has gadgets, so him being a better overall fighter than several Martial artist that have more skill than him is nothing weird. Batman uses the leopard blow to K.O. Metahumans, Shiva use it to kill normal people. A swiss knife if better than a kitchen knife, but the kitchen knife is still superior if you are talking about cooking. Batman was pretty much a Martial artist comic book during O'neill era.
Also, being the best fighter doesnt mean shit.
