in game he's high tier, since he has access to a lot of tools. counter super, DP, anti airs, he can counter every approach, in game at least.
he has access to projectiles too which he can use to cover his own approach, or punish from afar. his sword is made of unbreakable or unmeltable ice, can't remember what exactly, that he is able to manipulate, so getting hit by the sword or his constructs freezes you, leaving you open to a combo. barrier is basically an aura, so he would have no problem breaking one. also, ice car
in story, he's just as bullshit as ever, as he has the power of order. while they still didn't fully explain what it is exactly, his will so strong reality bends to accommodate it. an example was when he was facing izayoi, with the immortal breaker. he got hit by it, which should've killed him, as it imposes death onto the victims existance. but with the power of order, he overwritten death with his will, surviving.
so jin would win by a land slide.
