How are you approachig this?
Are the kids rolling PC's or are you handing them sheets? Is this just a one or two shot or are you trying to start a campaign if they like it?

I would go with a d&d basic or OSR clone for simple dungeon crawl style rules. With 7 year olds you could practically freeform it just to get the ball rolling, then gradually introduce more complex rules as the game continues.

They want to roll their own characters but if it's too much of a hassle I can probably convince them to let me roll a few up and they can choose.

I don't have time to play with them often but I can see like some sort of campaign that we visit a weekend every few months, or just a small 1-2 session thing every few months.

Or, assuming it's not intended to be a long campaign, simple mecanics resolution like a d6 and minimalist characteristics (like physical/brain/social).
Give them roles and they'll figure out what they can/can't do quite easily.
For beginners up to ten years old, I find it best to concentrate on the adventure rather than the rules, so I don't use complex systems.

But really, freeform.

And enjoy your session, kids usually come with crazy ideas that would put seasoned grognards to shame.
I have fond memories of one of my pupils screaming "there's been a murder. help!" and using the confusion to disappear in the crowd when the city guard found the party sitting next ot a cadaver (that they didn't even kill). The rest of the players were less thrilled.

It depends on the kids you're gonna play with, what they're into and all that.
I once had to DM something for my little sisters and their friends on short notice, did it freeform, had them team up to rescue a prince and then kill each other to determine who would marry him.

They loved it, but your kids might hate it.

If they like MLP and can handle crunch, there's a Savage Worlds splatbook for MLP that encourages (read: all but mandates) non-violent solutions towards resolving issues.

Savage Worlds on its own is a good system.

A simple, preferrably an exaggerately so, system and no battlemap figs? I expect smaller kids to just to be impulsive and wanna focus on the story/action rather than play tactical 5e WHFB on the hexmap. If there's a combat situation everyone gets one action, do their roll and it's the next person's turn and so on.

I'd try reading over FATE Accelerated and see if you'd be interested in this. 6 stats, and basic descriptors form a character and it's 4d6 working on a ladder from -2 to 8. Seems simple enough for younger groups and flexible enough to let them bullshit however they want too.

I get it, you don't like D&D. Personally I've found the black box or D&D 5e Basic to be an excellent intro to ttrpg's and, outside /tg/, have never met a single person that regretted learning the system. Sure there are better, but for a one or two off game, D&D would work just fine.

That manner of shallow, mechanical description of a character belies the wargaming logic that really defines the average D&D player.

In truth they are not interested in roleplaying, they are interested in combat encounters, which is good for them because that's what D&D is all about, but they are not really part of this hobby; instead they are like a savage neighbor, who constantly assaults you and your guests, creates a huge ruckus every evening, and is under federal investigation as a dangerous cult.
