Aren't the Necrons really just robots programmed to think they're the Necrontyr? They don't have souls and they don't have any organic matter either. What exactly still links them to their former existence that makes it so that they're still the same beings instead of robots who happen to believe they were once organics?

The difference is that the 40K universe acknowledges such a thing as a soul.
This means that your essence can exist independently of your body and be moved to a new one.
In "real" settings, this would be impossible since there's no mechanism by which to transfer the mind to another medium without it simply being a copy that's separate from the original.
In the real world, we have to settle for defining the personality and essence of someone by the function of their brain.

It has been established in the setting for a long time that there exists all forms of energy based creatures in the setting. The C'tan, daemons, and other warp creatures. So the statement of "how energy is conciousness: is asinine in the 40K universe.
