It really depends on how involved in the setting you want your Not!Hastur to be. If he's a god he should be distant and unreachable, his influence only being known through esoteric phenomenon. For example, his influence could manifest as a constellation being visible when it shouldnt be, and strange phenomena happening during it's appearance. Animals being born with deformities, disease in children, strange shapes appearing in the sky.
If you want the King in Yellow to be a character involved in the game's events, I would recommend keeping him mostly silent, his only words being uncomfortable, even maddening truths. Stuff he, or anyone, shouldnt know. Things that are going to make the players, and the characters, squirm.

Those were painted in like the '90's I think. Barlowe is contemporary. And those are most likely from the book he wrote, Hell's Angel or something to that effect.
