There's a certain balance to be struck there, I've always felt. Too far and the details in the background disappear, and if the figure shouldn't really be smaller because it's the central aspect of the image. It's an image of Thalia, not of Thraben. Thalia's original artwork is a good example.
Sure there's not much going on in the background, but there's enough figure to tell who it is and that this is explicitly a depiction of *her*, and there's enough background to set the mood/atmosphere.
