Don't underestimate I5. Being able to hit first can and will save your ass more than you think it will against everything except dedicated CC units with I5 or greater.
FnP won't save them from Battle Cannons+, but it'll make them way more difficult to kill than normal and more than a thorn in any units side.

The HS/Elite split and shifting between editions really help as you basically get 6 or so Dreadnought slots if you don't take just all elite variants.
