the PCs, of course
I had two That Guys. One sparked a civil war, the other blew a hole in reality.
I kicked them out, and am now running a post-apocalyptic fantasy game and Those Guys' characters are demonized worse than Fantasy-Hitler.

I just started working on it.
But I'd say a few natural disaster and semi-brutal climate change and a really big war, then almost global governmental collapses, causing the failure of everything relying on electricity, and most economic (including virtual money) and administrative data was erased, lost or destroyed. People panicked, civil wars happened all around the globe and here we are, half tribal, half feodal society, trying to build our world anew.
Modern technology didn't disappear, but without global communications or institutionalized infrastructure information travels slowly and it can be hard to find first necessity products or services, and nothing close to a centralized rule has emerged at the moment.

The Event.
The gate to the afterlife shutting itself, causing the world to be flooded by ghosts. Some ghosts are harmless but others are the vengeful type that can switch between corporeality/incorporeality at will. These ghosts, known as onryou, hunt down humans so they can farm them for their fear in order to feed.
The survivors live inside iron domes, the only material that ghosts cannot pass through. People carry EMF meters at all times and anybody that dies in these domes immediately have their corpses destroyed via exorcist rituals so a ghost won't pop out.
Exorcists and other types of occult specialists have become the equivalent of post-apocalyptic law-keepers for the domes and often hunt ghosts for bounties.

It's just starting though, government and local militias are still holding off the tides of corpses. Group is currently in a Costco, refusing to open the doors. Management is either dead or left town, leaving the employees to run the shop. So far, only one fork lift has been armored, but I'm expecting them to amass a fleet

The governments of the world are gelded and militaries have ceased to be a thing because the UFOs show up and wreck their shit when they try.

Thanks for the suggestion. I just checked out the Kickstarter and it seems pretty awesome. I like the idea of thieves trying to make their mark in a place that is haunted to shit. Although it seems the setting is more fantasy based.
The idea I had in mind is more modern post apocalypse, as in basically Mad Max meets the Ring.
Although there are portions of the overall story where the characters go to the actual Afterlife to try to reopen the gates, and those segments are straight up fantasy. I basically had an idea similar to the Longest Journey games, where we have two worlds with stark contrasting characteristics. Of course, with just more ghosts and paranormal stuff thrown in.
