Is there a way to make a campaign set in a "sandbox", a rather small area with multiple landmarks that get visited often and NPCs that show up frequently to give quests or just shoot to shit?

Shadowrun has some books, Shadows in Focus along with a few others, which give a really detailed rundown of a single city. I got a lot of use from Spy Games prepping for myabortedDenver game.
