-be an indicator of how serious your setting is
-draw on associations that your players have already made
-be memorable
let's look at some good names.
darth vader, darth sidious, darth maul. darth brings up associations with dark. vader->invader, sidious->insidious, maul... -> maul. star wars is clearly a Good vs Evil setting, and the straightforward approach fits it.
don corleone. corleone is just an indicator of heritage, the player would bring up any associations they have with italians, but it's mostly irrelevant. don does most of the heavy-lifting here, it's a status indicator and has evilish connotations. mr. corleone is not a particularly good or memorable name for a villain.
i got bored, but you get the gist.

If there's something you should be getting with this thread, it's that you shouldn't be smart or subtle with it. If you do want to be subtle, go with a name you'd give to a normal character. Otherwise, you want something snappy, preferably just a syllable tacked onto a root word that describes the villains main quality.

I've had quite a bit of success in my group with a villain named Melantre, which just comes from Melan- a Greek word for black, with -tre tacked on because -ter is doesn't look right when spelled out but I liked the sound. I failed to have a memorable villain with a guy named Susseldorf, despite being relatively simple and conveying his germanic inspiration and -dorf hoping to draw a connection to Ganondorf, but that character was largely ignored. So I'm going to take these lessons and just throw out some names.

Rahu is one that comes up a lot. In Vedic mythology, Rahu is a demon that represents uncontrolled growth or expansion without wisdom or understanding. So a great name for a Sith: Darth Rahu has a great ring to it.
Angra Mainyu (or Ahriman) is one of the gods of Zoroastrianism and is pretty much one of the few examples in real-world mythology of an outright God of Evil who has no redeeming features or good traits. He is also emphatically NOT Satan since Satan is a fallen angel rebelling against his creator and thus is doomed to failure, whereas Angra Mainyu is the uncreated counterpart to the God of Good, Ahura Mazda (or Ormazd), his equal or near-equal, and has around a 50-50 chance of actually beating out Ahura Mazda.
