you can dislike physical violence and still be evil.
a character who doesn't fight, because they don't enjoy it. Somebody who pickpockets indiscriminately, frames people to take the punishment for their crimes, abuses people's trust, drugs and rapes people when they can get away with it, and generally wrecks lives because it amuses them and makes them a quick buck.
Not everything chaotic evil is a rampaging orc berzerker. Chaotic evil is selfish and spiteful, with no respect for rules or standards. This gives you a pretty standard 'toxic personality' really. In this case there's no /moral/ objection to violence or code they follow, they just don't find it fun, which is why they don't do it.

The char might hate/avoid physical violence, but loves mental/social violence. Play with intrigues, destroying relationships, fuck with politics (starting a war, perhaps?), destroy someone's life. For the heck of it.

Make him a subversive profiteer: intentionally using the notion of pacifism to lead people astray and then seeking to profit off of the misfortune caused by their decisions.
You could also make said person a massive hypocrite; on the one hand never engaging in violent actions themselves but still delighting in seeing those violent actions being inflicted upon others. Especially those that are crushed beneath a pitiless heel while trying to employ nonviolent resistance at his/her behest.
Essentially a Pied Piper preaching pacifist ideals while leading people astray for his or her benefit alone.
