Massive colony ships travel the seas and can carry several steampunk mechs at a time. Strong exploration theme, rules for human-scale, ship-scale and mech-scale battles (which interactions between all) and throw in some islands with giant monsters as well.

Giant pilotable stone golems uncovered in Mezoamerican ruins and used by the antagonists to do antagonist things. Some of the golems are stolen/found by the protagonisst who use it to fight back.

The battles take place in the middle of the sea Pacific Rim-style, shipt feature regularly as allies and enemies, and golems are gradually upgraded from upscaled macuahuitles to upscaled sideswords and pistols.

Other than that - boats pretty much are mecha, only that they transport their support crew, so all you gotta do is steal the usual tropes of these series and apply them to ships.

Mechanically? Heavily refluffed Battle Century G, maybe with the elemental weapons option.
There's already shit in there about having a carrier ship that you can dock with, and loads of the powers and how the game rewards an all-or-nothing approach really fits super robots.

Fluff-wise I have no fucking idea, this is not my scene. Maybe the robots are alien artefacts and the party have to not only buckle some swash but make sure no aliens decide Earth is a ripe target for invasion.

A bunch of fucks discover ancient treasure that contains magical doubloons which contain the spirits of great sailors and adventurers

A brilliant engineer, through complete accident, discovers that these magical doubloons can grant a connection with inanimate objects and living beings, such as connecting a wooden arm to a doubloon and linking it to a person's arm will allow them to control the wooden arm.

In less than a years time, the engineer has discovered how to draw out the full power of single one of these magical doubloons, and discovering they can manipulate massive frames with a single coin. As of the completion of this stage, only a handful of doubloons were discovered, thus these magical power sources were only available to the government.

Two years later a grand breakthrough was made. Now referred to as the Navire D'ors, these large humanoid frames are a complex engineering undertaking, with the vast majority of it's construction devoted to it's sole power source, a single magical doubloon. Capable of housing a single 'captain', Navire D'ors were a marvel of modern engineering, despite the majority of it consisting of a wooden frame, it possessed remarkable strength, speed and durability in all test runs. Plans were made to use these mighty wooden machines in construction and exploration purposes.

Five months after the breakthrough in producing the Navire D'ors frame disaster struck. The workshop of the brilliant engineer who created these machines and discovered the power of the coins was broken into and the blueprints, along with a majority of the doubloons in the engineer's possession, were stolen, and further rumor speaks of them being spread to different nations and underground sources. The greatest engineering achievement, and the most fantastic power source had been compromised.

A year later, a new era of sailing has come. With the release of not just the Navire D'ors blueprints, but the magical doubloons, designs for these mighty frames have changed and been re-purposed based on location and cultures, as well as numerous, less than pleasant individuals using the Navire D'ors for nefarious purposes. With only a handful of doubloons left, the royal navy has made it their mission to construct the greatest frames in the world, to keep themselves above the competition. An arms race of sorts ignites as the Navire D'ors change from a hopeful machine to help the empire grow, to potential weapons of war.

A shocking discovery rocks the world. Over several years of a stalemate between nations of factions in control of the Navire D'ors frames have broke as an archeological exploration team discovers clues in ancient ruins that hint to even more of these magical doubloons, and to top it off, these new doubloons are supposedly more powerful than the first discovered. A brand new arms race takes off, as the navies of various nations rush to discover these new treasures, along with the nefarious factions rushing to beat the nations to the punch. For years the Navire D'ors were prepared for a coming battle, and the battle has finally come. A war out on the untamed ocean of discovery.

Bipedal machines. I couldn't find a way to work it in, but the magical doubloons seem to work most efficiently when combined into a humanoid frame, as the spirits within the coins can better impose their will.

Of course the doubloons can still be used to power ships and such, but only humanoid frames bring out their full power

Also the second discovery doubloons are meant to be upgrades, use to power special weapons and limbs and components due to a different magic behind them, so the real fun of super robots comes in with giant 18th century robot frames linking up with new armaments or even combining.

Instead of having the boats turn into robots, they each have one to several "secret techniques." These can be anything from kind of realistic to the utterly ridiculous. Things like an enhanced prow for ramming to rapid fire cannons or spirit warrior boarders. Every captain has an over the top personality and must be defeated one on one, no naval armadas here.

Throw in some of the classic mecha types to boats. You can have "really big giant boat" and "boat with lots of long ranged attacks" or "stealth boat" or "boat that closes and rams, but has no range at all" etc etc. Oh you could also have a ship that splits into lots of smaller boats that all have a small cannon. Get crazy with it.
