There is no fluff explanation for why some Sisters have white hair. When John Blanche was asked to illustrate the cover of Codex Sisters of Battle, he painted the hair of the SoB on the cover white. At that time the official Order of Our Martyred Lady color scheme was black armor and black cloaks, even the hair of the studio models was black. None of the studio SoB models had white hair, though one had a white streak. White hair proved popular however as it looked good on Sisters and many people painted their own models with white hair. White haired Sisters started appearing in other official artwork, e.g. Daemonifuge.
When GW held the Armageddon campaign early in 3rd edition, the Sisters present on Armageddon were mostly from Order of Our Martyred Lady and they lost many battles. Then, when Codex Witch Hunters was being written, GW decided to incorporate the results of the Armageddon campaign into official fluff and had Order of Our Martyred Lady recolor their cloaks from black to red in memory of the Sisters martyred on Armageddon and also to make their color scheme more interesting. The 'Eavy Metal team started working on a new Order of Our Martyred Lady studio army. The painters were obviously inspired by the John Blanche art piece as they painted every new Order of Our Martyred Lady model with white hair. Another reason could be that white hair is more easily distinguishable from the black armor. Since the Order of Our Martyred Lady studio army was the newest paint job, it was used in almost every official photoshoot and model box cover. Thus it became the outward face of the Sisters of Battle the same way Ultramarines are the outward face of the Space Marines and Cadians are the outward face of the Imperial Guard. Not every Sister has white hair, not even every SoB of OoOML, but because of the aforementioned reasons any official artwork and even fanart is likely to have Sisters with white hair.

The evolution of the Space Marines from psychotics jarheads to warrior-monks deprived the sisters of one of their gimmicks, and now they are reduced to a very niche place. A lot could be done with non-militant orders, since historically you had monks and priest in charge of almost anything at one point or another, but since there is only war in 40k...
Maybe explore the secular aspect of the orders. Contrary to Marines or even the Guard they have a real role in the worlds where they're present, so they have strong ties with the Arbites, the Black Ships, the Missionarus, the Scholas, the various Frateris Militia and cults,...

The reason why Sisters are likely drawn from the Schola, besides the fact that the Ecclesiarchy runs it, is because the Sisters are the armed forces of the Ecclesiarchy and a big part of education in the Schola is military training. Of course not all Sisters fight, but the Ecclesiarchy probably wants them at least versed in combat for contingent reasons. The fact that Schola students are the orphaned children of Imperial servants may play a role too.

There is really nothing stopping Sisters from having an exclusive armory, albeit one that is is smaller than both the Marines and Guard and probably worse than Marines. (In lore terms)

Give it a high carrying capacity that includes being able to take Vehicles due to a garage. All units inside or within X get Feel no Pain or It Will Not Die or something due to Hospitaler support.
That and a constant inv save due to shield of faith.

Difficult. Best solution I'd have on short notice would be some kind of penant high-powered psyker, guarded by a detachment of Sisters of Silence. Could have fun special rules, like when all Sisters of Silence in the unit are killed the Psyker goes berserk.

Should be fairly straightforward. I'd probably reinvent the Celestians to serve in that role. Storm Shields + Power Mauls/Swords could work well, though personally I'd probably want to give them a faction-specific unique melee weapon. Something like a Power Halberd, maybe, to emphasize their ceremonial aesthetic.

In order to keep the army coherent I'd change the Faithful rule to 'Soulbound' and give them the other notable soulbound guys as help without them taking over the entire codex. Other Terran guys.
1) Astropaths. Terrible combatants, limited choice in psycher disciplines but bloody good at Telepathy/A few new 'Astronomican' ones. Mostly support but pretty good at it.
2)
HQ: A Custodes. You don't get a heap of them just one but he's the 'Big Shitkicker' of non-named characters. A Soulbound guy who can go toe to toe with some of the big CC HQs. Less ranged toys than a Cannoness though.
Unit: Get the Celestians actually good at melee. Storm Shield + glaive modeled off the Custodes one. Str+2 AP3 + It's also a hand flamer. You can replace them with alternate ranged weapon options on the base melee weapon.
3) An upscaled penitent engine. These are crewed by no mere penitent but by a penitent psyker of great power, their talents fueled towards shielding the walker and lashing out with bolts of blessed fire.

You know, on a more general note I've been toying with the idea of what would happen if you were to just throw out the entire current SoB codex and redesign it from the ground with a fresh perspective. Like a thought experiment, basically. Of course to start out with, you'd have to lay down some general design guidelines, and I've been wondering what people here would say are concepts that absolutely should or should never be part of a SoB codex. A few ideas to start with:
>All soldiers should be human, with appropriate statlines. I.e. S/T 3-4 on most everyone. No monsters or anything of the sort.
>Standard equipment of Sisters should be of superior quality relative to average IG kit, to represent the high prestige and wealth of the Ecclesiarchy
>The bulk of a given SoB force should be made up by infantry, to emphasize the personal aspect of their battles.
>General doctrine should emphasize direct and merciless confrontation over skirmishing and maneuver warfare
>They should have superior defensive options (personal armour, entrechment, heavy weapons, etc), to represent their primary duty as guardians of important sacred sites.
>Conversely, they shouldn't have very many options that represent an offensive, mobile style of warfare (e.g. heavy long-ranged artillery, flyers, deep strikers)

Not really a huge fan of these. Mechanized/Seraphim heavy SOB have a long standing history at this point.
