For inspiration here's how Jubey (incubator from a spinoff manga) runs his town:
>recruit a big group of girls, teach them to work together to hunt witches. Help them out all the time with hunting, even go as far as cleaning their soul gem for them when they have a dry spell
>because of your favouritism and their number, your pet group can cover a huge amount of area each day, ensuring they always get a lion share of the witches in town
>recruit other girls, don't teach them shit and leave them high and dry. Between not knowing about the need to clear their soul gem and not being able to compete with your pet group they will all rapidly turn into witches
