Yes, because it's a video game, not a traditional game. While you can get away with talking about some management simulators here, this is a shitty game with twelve year old humor and a pay-to-win system.

Commander Keen rule doesn't apply to KoL, because it's unrelated to /tg/
Some video games are allowed here, mostly when they are computerized versions of traditional games. So I wouldn't say it automatically doesn't along since it is an RPG, but the actual battle mechanics are limited. So it's a toss up.
Though I wonder if a more complicated KoL PnP system would work.

KoL is the kind of derpy thing that'd be relatively easy to do on a tabletop. You could literally just doodle weird little monsters and characters on paper and stand them up to use on your grid.
And then since KoL only uses three stats, it wouldn't be absolute hell to convert.
