In my setting I've gone with a reality inspired technique.
True "saints" (beings blessed by a cosmic power, which could include deities or angels) have an aura of beneficence and glory radiating from their heads; so visually it's around.

The cosmic powers were weakened at the end of a great war about 800 years ago, so saints are almost unheard of now. However, as a kind of visual call back to this, many people in positions of spiritual authority (lesser gods and angels generally, but some very powerful mortals) create floating rings (sometimes glamour, often enchanted objects); trusting that the people they want to impress don't really know or care about the distinction.

Though now that you mention it, I'd forgotten completely about the history of portraying it as discs behind the head. Since my players haven't actually gone to the southern countries yet, maybe I'll retcon that the gods of that country do behind the head fake halos.

In Dark Souls, you are at least fighting for something, even if you don't know what it is. You survive in the face of adversity, and progress somewhere, anywhere.
In Haibane Renmei, there is no progress. There is just you and the eternity in an empty purgatory of a town. Every day is just like any other, and nothing happens, ever. You don't even feel the progress of time. There is nothing to fight for, and there is nothing to strive to. You don't even need to fight to survive. The only way it could be more ennui is if the town was replaced by an endless blank void plane.

Just because Haibane Renmei doesn't have an obvious external conflict doesn't mean that there isn't any whatsoever. Consider also that the girls in the show are only a small selection of those who became gray feathered; other more mature girls may have had a more active role in trying to change the way the human characters interacted with the haibane, trying to leave the town, etc.
Individual days being different is what sets the core of recovering from their trauma. It happens internally and as a direct result from interacting with the others stuck in purgatory. Day of Flight IS by its definition progress, even if it's not a fight for survival. It's a fight for your very self which can be written as intimately as possible.

No, things happen. It's not grand things, just worries and pleasures of everyday life. Sure, it's not
epic showdowns of epic destiny, but it's very much a thing, and it's not like characters are standing around all the time, moping. Everyone has their own hobby, the way to make impact on the world even after they left the city. And conflict still happens, as evidenced by a rift between old home and factory haibane. It's just it wasn't the main focus of the anime.

And considering what the city is very heavily hinted to be, it's just the right place for the haibane.

That's an opinion anon. Call me a faggot if you like but I watched HR shortly after it aired in a bad time of my life. Watching the girls cope with a situation that normally would be called the definition of ennui, but forging friendships and trying to make the most out of their situation truly spoke to me.
Consider a game in which a simple d20 roll to spot say a critter would be passed over and have no influence. In a HR inspired game the entire session could be devoted on trying to get that critter, coax it with treats and love, befriend it - all for a bittersweet resolution in which it will follow its fate and depart. It leaves a message about coping with loss without shoving melodramatic angst in your face.
Not the game for everyone, I would agree, but it interests me on an emotional level.

I feel that a struggle, no matter how pointless it is, is more meaningful than accepting your own powerlessness.
Don't get me wrong, I don't want to be a hero. I don't want to struggle just for the sake of it, without a definite goal or direction, blindly funnelling anger into action. That isn't right either.
But the worst thing for me is living out my life without something to strive for, just drifting day to day without, well, a goal or direction.
I don't give a shit how miniscule the odds are, or whether my actions will leave a lasting impact, but as long as I can actively make myself a better human being, as long as I can do something to make those close to me happy, as long as I cannot accept the existence of a certain injustice, as long as there is something I can do to make myself useful to the people I respect, I will fight, even if I'm fighting against the windmills and wasting my effort.

Anon, I think you need to reconcile the concepts of struggling and acceptance in your mind. They are not mutually exclusive and although severely less flashy and dazzling, very much also a conflict.
Struggling to accept yourself, your flaws, or accept responsibility are very much an active fight. One that does have a possible end result of being a better human, or more specifically, more aware. Look at the The Brothers Karamazov. The man v. man struggle is a minor portion of the story, it's all about the emotional, mental, and moral dissonance and its resolution. Which, yes, ends up in a rather bleak ending of acceptance without reconciliation, but god what a struggle it took to get to that point.
I respect your point of view but I think you are being dismissive of acceptance as an ending, disregarding what it takes to get to that point.

You don't need to stab hobos to roleplay.

You can take the elements of both settings. You got this walled of safe haven where you work, but to find answers you need to venture out. You can make it a very narratively focused game where every players makes a character, but no backstory. Then the GM can look over the characters and figure out their "crimes", so to speak, their "sins", that they must atone for. And as the party ventures out, they encounter challenges that are themed on these backstories that the members have to figure out about themselves, as well as to whom each of the sins is attached. So, if someone was a liar, the party would encounter things themes around lies. In the process they'd have to solve them as well as figure out who of them was guilty in life.

In my setting, halos and personal things and are different being to being. Some are wide, some narrow, varying tilts and shapes however the more powerful entity's with halos tend to have a wider halo that is tilted towards the back of the head.

It's also unclear what halos mean in in my setting. There seems to be the general correlation between halos = good and horns = evil but that only seems to be correct 70% of the time and some beings posses both or have the opposite to what would be imagined.

I had what I would call an angelic encounter in a dream once. Its skin appeared to be made of solid gold, it had four faces around its head and it had a crown that looked like a Tibetan building. It was tall as a house, and even though it had several wings(at least four) it didn't flap them - it had a gigantic vertically oriented wheel behind it that seemed to hold it in place as if by gyroscopic motion. I couldn't tell whether its eyes were just blank gold or if they were closed, but I knew it was looking directly at me. It pointed at me and told me that I should not be doing what I was doing. I remember the immense volume it spoke with rather than the exact words, but I knew what it was referring to as well because I was doing it in my dream. When it spoke, waves of heat pulsed from it and went right through me.
I was definitely terrified, but I also knew somehow that it was only appearing to relay that message and was not going to hurt me. That's just what it looked like, and obviously the sender wanted the message to stick out in my mind, so perhaps the situation called for the angel to look like that.
And you're darned right, I stopped what I had been doing immediately.

You make acceptance sound like giving up, when true acceptance is sometimes very difficult, and something that you can lose after gaining it. You have to really strive to accept some things, and you have to struggle to avoid second guessing it. Acceptance can be the proper objective in a situation, and it can be incredibly liberating. It was depressing, sure, but I also found Haibane Renmei strangely hopeful. Life is abrupt and unknowable, yes, but maybe it's not all entirely pointless. We are born and we die, and the things we do in between don't make much difference on the grand scale. But the little things we do everyday still matter, even if it's only to the people around us, all of whom are dealing with the same things we are.
At least, that's the impression I got from the series.

The aesthetic the divine beings have in Asura's Wrath is pretty based. The halos start as a floating metal circle that hovers behind your head and glows when you power up. Then they mutate and get bigger, until they look like gif related. Chakravartin's halo-mandala is literally a hundred metal arms that are all making sacred hand-signs in a circle behind him.

Haibane (which I coincidentally just started watching again) was above all, incredibly poorly directed and write from the half point. Seriously, everything that leads up to the moment where Rakka falls into the well is absolutely amazing, virtually everything that follows (with the exception of the weird-ass job she gets) is utter tripe.

With regards to the theme and atmosphere though, that is actually something very typically japanese, often described as "mono-no-aware" (sadness of things /passing/).
If you like this kind of stuff, I really, REALLY recommend finding a Manga called "Yokohama Kaidashi Kikou", which is technically a post apocalyptic story, but in reality much more in line with the tone of Haibane Renmei, except the situation is reversed: the main character is immortal with a perfect memory, watching everything ELSE fade away.
