Like, okay, hold on I'm lieing: Alraune I think would be considered the closest thing to a "Monster girl".
Alraune's are a highly sophisticated species of very LARGE socially parasitic kind of plant: they grow and develop and extremely large root system and then begin blossoming these large bulbs.
The Bulbs mature and grow until they blossum with these physically developed puppeted 'bodies' that can resemble girls or boys depending on the gender of the humanoid traffic present.
The Idea is the plant uses these dummies to trick intelligent humanoids into taking care of the plant, doting on it, protecting it and spreading their pollen without giving anything in return beyond a sophisticated plant-fleshlight.

It's a little bit of both: The plant is capable of learning, developing and correcting errors. Young Plants would no doubt produce very unconvincing, uninspired, dummies that are little more than sophisticated plant-flavored fleshlights being waved around as bait. Which naturally wouldn't be turned down by some people, but mileage obviously varies.
Alraune's however can grow quite old and through age comes experience: growing and developing much more physically convincing dummies, but even more socially complex displays to further ensure that bond and their own survival.
