There was a Thorian Inquisitor from the 54mm game named Antigonus Balorodin that made a helmet using a soulstone as a key component. They're quite useful things if you're radical or foolhardy enough.

This Ranger is believed to have met Inquisitor Balorodin on Thoth Prime and has been tracking him on-and-off again, ever since.

Its quite possible that the stones are actively trying to manipulate the shieldbearer.

It's entirely possible the shield creates a force field of some kind, powered by the hostage souls, which would have the secondary effect of at least keeping them from some harm.

There is a short story where the Grey Knights arrive on a destroyed Craftworld. They slay the remaining enemies, Tyranids IIRC, then leave a few GK behind to protect the Soulstones. The Eldar finally arrive and thank them, but the second they leave they get all uppity that one of the GK is a perpetual and will probably try to murder him.

Given the Grey knights knowledge of Chaos it's quite possible they are aware of the soulstones function, perhaps even their purpose in denying the great enemy greater power. Also, working against Chaos is one of the primary motivators for both races allying forces, attempting to gain the Eldars favor seemed like a wise decision.

It was based on a thing from the 5th edition (also 7th) Codex: Grey Knights timeline. The Tyranids - a single Zoanthrope, mostly - had depopulated the craftworld, but the enemies the Grey Knights fought were daemons looting all the abandoned souls.

I think the latest codex only mentions him in the copypasted Battle of the Ghost Halls bit, which includes his death but not his resurrection, since that took place a short while afterward and was dealt with entirely in his own entry. His entry which no longer exists, because no model no rules lol. Still, it should be safe to assume the 5e Justicar Jesus fluff holds - not like it's crazier than anything else the Grey Knights get up to.

The boxed game came with two books, Da Roolz (self-explanatory) and Da Uvver Book (fluff, advanced rules, campaigns and scenarios etc.); the Orks' story is from the latter, being the background to the game's setting and the main playable faction. The backstories for the Diggas, Rebel Grots, and Muties are from the Digganob expansion, which fleshed them out and gave them rules too (though they were all briefly described in Da Uvver Book beforehand).

It's more than just that though. Blanks are a soulless void and like any other void they draw things into them. A physical void draws in physical matter, a void in the soulspace of the warp drags in fragments of soul-stuff. Harlequin Solitaires do this in a fairly uniform fashion, periodically consuming the souls of others in order to sustain themselves in imitation of the chaos god they act the part of.
Human pariahs are a different matter entirely, uncontrollably draining the souls of others by increments while in proximity. The sensation of unnameable horror and creeping revulsion people feel in their presence is a reaction to their soul being destroyed piece by piece. The hatred and aggression towards pariahs felt by even the most psychically blunt among humanity is a defence mechanism guarding against the destruction of the soul. People who spend too much time around pariahs eventually become listless husks, drained of emotion, motivation, drive, desire, hope and even despair. They become a thing that exists but doesn't truly live and as fates worse than death go (and there are many of those to be found in the 41st millennium) it rates fairly high on the list.

The best explanation is canon conflicts. As new fluff is written it often displaces the old. Most of the fluff regarding the C'tan and their schemes has been altered to reflect the fact that the C'tan are no longer the captains of the ship that they built. This leaves much of the fluff regarding pariahs up in the air in terms of legitimacy.
Additionally, different writers interpret the fluff in different ways, sometimes sacrificing elements of the fluff to fit with the tone of the story. This isn't necessarily a bad thing either. The Ciaphas Cain novels occasionally play fast and loose with certain elements of established canon (humans driving ork vehicles and being able to use ork weapons without them misfiring or exploding for instance.) But ultimately the stories are better for these things and would lose much of their charm if they adhered more strictly to the letter of canon.

In universe though these inconsistencies are often explained away through various means. In the case of blanks/pariahs the explanation is usually that blanks exhibit a less powerful iteration of the pariah effect, whereas full blown pariahs (which Culexus assassins invariably are) exhibit the full, unmitigated pariah effect.
This is, of course, merely my understanding of the situation put together from the various bits of fluff that I've read. The accuracy of this information should therefore be considered questionable at best as I have no examples on hand to back it up. I am certain though that Culexus assassins slowly eroding peoples souls through proximity has been mentioned before.
