Are psykers in the Imperium allowed to breed?

There's supposedly some genetic basis to being a psyker, so one would think that would be strictly regulated.

It is genetic. Psychic activity is the future humanity was destined to follow. Unfortunately, the stigma against them and the difficulty of properly raising one to not tear holes in the warp has stunted our growth as a species. Thus, the witch hunters and paranoia across the Imperium do their damnedest to ensure we stagnate as a species. And they're doing a pretty good job of it too. The Emperor stalled us from making that leap in his time because we were not yet ready for that stage in development. Had he a few thousand more years we would have a webway much like that of the Eldar, regular and stable psychic troops among the guard, and a proper plan in motion to suppress chaos. Instead, we have zealots shooting humans that are in fact closer to their god figure than they.

Absolutely. Sanctioned psykers would even be strongly encouraged to breed, since the entire point of the grimdark is to usher-in a humanity formed entirely of high-test psykers.

That seems to have been the goal of the Emperor and/or in a general sense the destiny of humanity if it survives long enough, but I'm not sure if the Imperium know about it or push for it as a point of policy. They're just focused on survival and it's going to happen anyway, so they might not care for accelerating it (or indeed may be interested in slowing it down, handling psykers is a tough job).

Powerful psykers are put into the Astronomicon choir to power it.

They are tested before they go on the ships plus if the psyker is already in Imperial service it kind of voids the need in most cases, whichever organization the psyker works for would probably be happy to do testing/training themselves.

I've always been a little confused on how psykers are given sanction.
What determines whether or not you're fed to the Emperor?
Power? Restraint?

Power and restraint, if you are 'second line' you become an astropath as the soul binding makes remakes mental architecture making you more difficult to possess.

First rate psykers those of will/potential get shopped to wherever from the guard to the inqusition and some space marine chapters.

I suspect powers make a difference, no point sending a pyrokinetic off to become an astropath.

I away yes, in a way, no.

The leftovers still have months/years of training/meditation to go through in order to become among the ''chosen'.

Once you are selected then, you are seen as being beyond rank, even the master of the Astronomicon must respect your and your coming sacrifice.

Those that fail/have too little psychic potential become tutors to the next generation.

Granted, this is old fluff.

As with most things in the Imperium, there's a faction of the Inquisition trying to prepare for an accellerate humanity's development into a psychic race, a faction trying to prevent it and suppress humans' psychic potential, and various other factions with completely different ideas of what's going on.

Things other than the stuff that were outright retconned. Like FTL interia engines, the reacon behind the War in Heaven, and the C'tan ability to control the Necrons (ANTI-C'TAN PROTOCOLS).

I dunno, I think it makes sense this way.

It's important to remember that the Imperium is over a MILLION inhabited planets, with long journeys and poor communication lines between them. It's hugely diverse, and barely a unified state. The answer to damn near any question about the Imperium is "it depends."

How is homosexuality viewed in the Imperium? Depends on the planet.

How are psykers treated? Depends on the Inquisition faction that picks them up.

What are Imperial Guard rations like? Depends on the regiment and circumstance.

How do people dress in the Imperium? In every style that has ever been worn on Earth, plus literally billions more.
