In LOTR (books) Orcs were just another name for Goblins and were smaller than humans when did Orcs became creatures in their own right that look like Hulk clones? Also I believe goblins are better villains exactly because they are small violent shits.

The ring might play along if someone that powerful wears it. It's devious enough to know when to lay low and bide its' time. Dwarves were also resistant to Sauron's will, so instead their rings tempted them with promises of treasure in order to be lost, like what happened with Thròr when he just walked right into Azog's hands.
