Little contact had been made between the Imperium and the shadowy Xenarch empire that is located in the Northern Rim.[2] In 989.M41, Helbrecht of the Black Templars Chapter was responsible for the final subjugation of the Xenarch in the Sigilare Nebula.[4]

I was thinking snow elf Knights and elven Amazon's defending their slumbering brethren, who are all loaded into a "dream simulation" of Rana dandra. Basically the whole culture is militarized but only a small percentage are awake, the rest remain in hibernation and train endlessly in their Valhalla dreamscape, preparing for the end times.

For those not in the know, Grimsnagas waaagh is planning to rip a hole into the warp to go after and rescue/join Tuska the demon slayer from Khornes world. His whole impetus for being in the system is someone stole the very important pain engine he needs for his waaaghritual. someone. Perhaps it was these Eldar, trying to keep them from joining or strengthening their daemonic enemies. Or it could've been the dark Eldar stealing back whats theirs ( still have to roll them)

In any case , Eldar have been raiding human worlds in this system for quite some time. And their autarch hero was killed by the Imperium. And they hate orks. And they hate demons

But they're "allied" with the minor xenos race the Xenarch.

...maybe they're loosely affiliated with the Tau expansion here? Or the Eldar could be opening up a flank on both the humans and the Orks at the upper left corner by warp gating in Xenarchs, who are watp worshippers anyway so if they die, good.

Basically we want EVERYONE in this fucking system to die and will play them off each other to do it.

Maybe the inhabitants of this craftworld are descendants of the original rulers of this region of space during the reign of the Eldar Empire, and they see themselves as the rightful heirs to the sector? I suppose it kinda depends on how far their "Warp worshipping" goes. Maybe, due to the Eldar's strong command with psychic powers, the Xenarch worship them as demigods of sorts, and the Craftworlders see their religious compliance as acceptable pawnhood or vassalage.

If their Warp worship goes full Chaos, maybe the Craftworlders are only using them temporarily to get an upper-hand on the other mortal species in the sector, or the Craftworlders are in the midst of falling somehow.

Yeah, the image of a huge artificial ice wall with hundreds of thousands of eldar frozen in it in rows, a mix between a natural ice sheet, a cryosleep chamber, and a psychic mind link matrix is really awesome. It gives a sense of alienness that you don't often get from vanilla eldar. It's the sort of thing a lost (and very fucked) human explorer could find, wipe some snow away from, realize that the wall is full of frozen faces, and have NO fucking idea what was going on.

In my mind it's not necessarily about living longer (though that is a factor) but also protection. The awakened Eldar are protecting the sleepers and their dream. Perhaps they live in a matrix like illusion where all is well, and the Eldar are still unfallen. Repopulation the Old Empire.

The craftworlds population is huge, it's just that most of it is dead but dreaming.

Their prophesy of the Final Battle is slightly different to the ones handed out to the other craftworlds. They are going to survive it and build a perfect kingdom in the rubble after the breaking of all things.

Maybe frozen at the core of the craftworld is a horrifically powerful and ancient greater demon, and combined energy of the entire craftworld is keeping it bound? Maybe something is wrong with them? While the pre fall simulation is really good generally, my issue with it is that it makes them less proactive than I'd like. If your whole jam is not waking people up, then you'd probably be best off just finding somewhere to hide for the foreseeable forever. That alone pushes me towards the Great Battle idea. They have a lot of scouts, because while farseers are usually right their prophesies are cloaked in mysticism and horseshit, and they REALLY don't want to awaken all the sleepers for a false alarm. They have to be sure it's the fight the farseers saw coming. So they scout, fuck with people, seek the various weird arcane signs they know to look for, and basically shock and awe motherfuckers from the back of jetbikes, swift and deadly as a howling winter storm.

No, actually it works really well for Arctic!Night Elves. Remember that the Huntresses have loyal Tiger mounts that accompany them into war? We could have the Jet Bikes emulate that, maybe have them be remotely controlled by their Rider or speedy version of the Wraithlords, with a Spirit Stone controlling it while their partner rides or does battle elsewhere.

The farseer had spoken. The time to fight was drawing near. She was the autarch of this host, and when they would leave the craftworld, she would lead. She saw the banshees that were her escort stand outside her door, still as statues. It was time. She left her helmet in her room. She wouldn't need it. She preferred the wind in her hair instead. As they walked through the halls of ages, her heart began beating faster. She saw her kind, sleeping and dreaming, enjoying the glories of ages past. She wondered where their dreams took them, and what wonders they saw. Perhaps they saw Isha walking among them, the stars in her hair. Perhaps they saw the eldar empire at it's height before they had fallen to their own pride.

Perhaps they dreamed of simple lives in the eaves of forests, like she had dreamed once, with him. They had come upon his sleeping chamber, and she saw the face within. Her eyes softened for a moment as she touched the ice, not feeling the cold. A man, with hair much like her own stared back, sleeping. Coeth longed for the day she would grow tired and earn her rest. Then she sleep in the empty cell to the man's right. This is what she fought for.

Having a secret amount of them on Siberis with the Death Consuls could add a bit of fluff to them on why they don't particularly fight craftworld Eldar, is what they have their own, and also gives a reason as to why their is so much Inquisitorial suspicion on their planet, as well as why they send them packing every time they come around.

Also siberis has badass giant tigers like the nightelves do. So due to the eldar stasis chambers being present on the planet, the idea of the huntmaster as a planet spirit takes shape.

The humans see it and start worshipping it. Due to their own chapter history, the Death Consuls don't mess with the CWE or exodites, going so far as to have a bare minimum truce with the Ice elves.
