How would you do a group of bosses themed after the Chinese Zodiac? What powers or abilities would you give to each?

Rat could be a guy in a coat that is constantly moving, and underneath he has a swarm of suicidal, murderous rats. Dog could be a huge guy with a big jaw who tries to bite people. Pig could be a gigantic fat dude who tries to crush you, or maybe (for a twist) he's not very fat but eats practically anything, including people. Cock could be a dude with razors on his hands and feet, who moves super quick and maybe wears feathers. And so on.

The Zodiacs are a gang that have recently shown themselves after it was revealed that the Deadly Valley gang and their boss, Golden Arm Kid, had been defeated by the authorities in a plot orchestrated by the former member Iron Feet.
The Twelve Masters of the Zodiac are known for their unique and deadly martial arts which has allowed them to control most of the underworld until now forcing themselves to act more openly
The Rat: The youngest member of the Zodiac, a roguish individual who is said to turn any mundane item into a weapon often favoring a rice bowl and a pair of chopsticks in most cases
The Ox: A woman who disguised herself a teacher to young children. While gentle and disarming her strength is disceptive able to advance on her oppoents with a skill akin to Iron body Kungfu
Tiger: having disguised himself as a Dock worker, Tiger is a fierce gambler and a fiercer fighter who's hands are likened to a Tiger's jaw able to bite and rend flesh from years of hauling boxes
Rabbit: A rather effeminate man who runs a sewing shop and makes cloths for men and women alike. His lithe and graceful movements hide assured death from well placed and deadly needles
Dragon: Ironically the leader of the group who lives as a begger who takes no shame in living on the streets, though controlled he is most dangerous when angered drawing upon his iron staff
Snake: A well regarded doctor and Surgeon with an equal love for money as well as the health of their patients, makes uses of complex poisons and medicines as well as two special made blades
Horse: A singer and dancer popular with many young people. Her wild style of fighting tends to leaver her opponents exhausted allowing her to kill them with exquisite kicks and acrobatic feats.
Goat: Horse's performing partner, while shy she has exceptional strength and defensive skills working in tandem with Horse to wear down their oppoents with iron gauntlets.

Monkey: Currently the leader of the Zodiacs, a middle aged business man of humble means who is sharp and quick to learn. His fighting style is one comprised from a number of others he's learned from his fellows into a complex art he uses against unsuspecting foes. However smart though he is highly distrustful and keeps most people at a distance.
Rooster: A member of the police force who works as a detective. While rather charming she is always watching and picking up cues and clues and is always curious to solve puzzles and misteries that intrigue her. Her perferred weapons are a pair of tonfa with sharpened blades hidden in the poles.
Dog: The only member who does not live actively in the open as the others serving as the guardian for many of their projects. His many scars are a testament to his trustworthiness and ability to do the jobs the Zodiac needs done. He fights with a length of rope to restrain and trap his opponents
Pig: A fellow Doctor much like Snake although she tends to frown upon his avarice. Her understanding of the body through years of treating athletes as well as through martial arts training enables her to leverage her strength to defeat men twice her size.

This anon has the right idea. MGS did a good job of making bosses both human and grotesque. They were flawed people with abilities that were absolutely insane.
There are a million possibilities when it comes to the zodiac because animals are such a broad term, but that makes it even more fun

Capricorn: sharp limbs and can fire slicing beams
Aquarius: ice powers
