Eh, I don't get it. Does the draft really have to be that weak, full of useless commons? There are two or three that are good enough to see constructed play or to be barely useful in pauper. Some years ago we had Rancor in a core set.This set feels more and more like Kamigawa with a side of good Red cards and vampires, which is great for flavor, bad for everything else

I honestly don't understand what Wizards is doing. Commons should be simple, not plain bad. High powered drafts ar fun as long as they don't screw up the balance. Would it have killed limited if they did something, ANYTHING different with these new lands? Like giving them Madness, Delerium, Investigate or even something as simple as basic land types?

Is this not common knowledge? The staples should almost exclusively be (un)commons from a gameplay PoV. But from a business PoV, they should exclusively be rares and mythics. Guess which one WotC prefers.

MonoBlack Control isn't quite what you're looking for, but it's the closest deck that's relevant in Pauper's meta.
