I'm going to go with a combination of both of these because they went so well with each other.
In our Overlord's quest to perfect his people's new form, he's gone through great lengths to collect artifacts and trophies from the other races. Now, while most of the loot is just used to fill the Overlord's palace, a small portion of it is diverted for the pursuit of science. Not really to help further the goal of perfecting their new form, but more for just curiosity's sake. Maybe they wanted to see how long the crew of a Leman Russ could survive while under extreme heats just for laughs. Who knows?
But, the question remains if there's a specific race they like to thieve from and experiment on. 1d100 decides.

The Tau. We got the Tau. Just something about those blueberry weeaboo Communists makes our rust buckets happy. I heard that the Overlord once asked as Tau emissary for one hundred XV88 Broadside Battlesuits as terms for an alliance. The Tau, being the Tau, offered them up but warned that there might be some interfacing problem. Well, low and behold the nice time the emissary came back, the battlesuits had been converted and used them to capture the Tau for experiments. Good times, I'd say.
So, in short, our little Necrons fought beside The Flayer for some time and destroyed him so hard he pretty much does exist. But, because of that, they kind of have this gore fetish where they live to flay Tyranids and wear their skin into battle. Not sure how to effectively flay a Tyranid, but they found a way. Now that I think about it, that actually sounds kind of intimidating.
Now fully awakened, the Overlord works tirelessly to perfect his people's new form. There is power in these metallic hosts, but it can be improved upon. To that end, our Necrons loot and pillage any world they come across and hoard thousands of artifacts and beings (that haven't been flayed yet).
Now, while they do experiment on those they don't kill, the Tau interest them greatly.
So, uh.. That's our story so far from rollin'. Not too shabby. Going to try to fluff them up a bit.
