That depends. I sometimes let my players use a strength modifier for intimidate rolls, because it never made sense to me that seven foot tall mountain of muscle barbarian who had 8 charisma can't intimidate a random guard.

Yes. All she has to do is invest lots of ranks in the Intimidate skill and optionally get some magical items that boost Intimidate.

Attributes/stats are merely a minor bonus or penalty to the relevant skills.

A human with 2 charisma is freakishly wooden and like a soulless automaton. It's far, far below the human average, below the natural distribution even so even the most naturally unapproachable person is more personable by the barest degree.
I would say they can't create a convincing illusion of threat. Unnerving, perhaps, intimidating, no. I'd think they can barely manage a conversation beyond a robotic analysis of the situation.

The only relevant girl from the whole Roanapur with below average charisma would be Frederica - she's capable combatant but literally breaks down and curls into a fetal position at couple points when faced with non-violent social interaction.

Never really got why Intimidation is tied to Charisma. Well, I kinda do get that, as someone who has authority and knows how to make people scared of him just with his presence.

But what I don't get about it is why they don't include other modifiers into it, like letting you replace your Charisma mod with your Str Mod or something. Yeah, the Half-Elf bard is really scary when he says he'll rip off my head and fuck my skull with his 18 Charisma dick, but I'm pretty scared of the 8 feet tall, greatsword-wielding, plate-clad juggernaut as well.

This exact same thing happened to me too lol. We'd captured some of the enemy prisoners and I told them if they didn't tell us their information I'd punch them really hard. Five failed intimidate rolls later I'd knocked them all out.

Low charisma usually means you are meek, soft spoken and don't command respect, not that you are ugly. So no.

I remember D&D and Pathfinder have feats that allow you to use strength for an intimidation check if it's about knocking heads or something.

I think WoD/nWoD/CofD had a strength+intimidation rule where you crushed a rock in your hands or intimidated someone using brute strength.

Overall I'd say it's possible but she'd have to be a musclewoman who probably looks like a man (maybe that explains the 2 charisma?).

While normally this is the case, a 2 in the relevant stat is going to give you a -4, and anyone who wants to make an intimidating character is probably going to have 14+ Charisma as well (assuming they can spare the points/rolls/whatever), so we're talking a difference of -6. Anything the 14 Cha character has a 50% chance of intimidating, the 2 Cha character has only a 20% chance.

If we were talking 8 Charisma I'd say go for it, but you probably want to ignore any skill where you have a 2 in the relevant stat, unless you're making a joke character or want an amusing way to nerf your Wizard or some shit.
