The Star Frontiers books are free on the Star Frontiers site. The aliens in Starflight/Star Control feel similar to the aliens in Star Frontiers. Physicially very different and with non-human psychology, but they still sound and act like cartoon characters.
You could also use OpenD6 space since that's pretty much just made for having high tech space adventures.

I kinda liked it actually. It felt unpolished as fuck though, in terms of gameplay as well as story and general execution.
Sounds like the perfect universe for an RPG. I played that game back when it first came out and it never left my mind. I always hoped they'd make it into an MMORPG, but nothing materialized (maybe for the best).
It's a lot of races to stat though; Do you have an idea you want the use for the story?
