I've always considered him Lawful Neutral. He's bound by a code, so he's lawful, but he's not really good or evil. He feels a compulsion to kill, which is theoretically evil, but isn't it a good thing for him to be focusing his urges on the deserving? Ultimately, he's neutral because he's just looking out for himself and his family. His psychopathic tendencies may make him predisposed to evil, but Harry was so full of goodness that some leaked out and spilled on Dex.

They both lack empathy, but a sociopath is impulsive while a psychopath is manipulative.
As in most things, there's a spectrum. Neutral evil falls somewhere in between sociopathy and psychopathy.
