Honestly it's hard for me to decide which faction I like more. I have more of a "general" idea of what I like. (I'm going by lore, however, not actually as an army)
Basically it's this:
Nercons/AdMech/Tyranids/Orks/Guard > SM/CSM/Daemons/Tau/Sororitas > Eldar/DEldar

I guess it'd be easier to say the factions I like less is the Eldar and Dark Eldar, but this is just against the other races of 40k.

The Adeptus Mechanicus is part of the Imperium of Man. Due to this they are ruled over by the high lords of Terra. The Mechanicum was the faction which were allies to the Imperium. Described as being a separate shadow empire.

Being part of the High Lords makes you part of the Imperuim. Part of the deal when the Mechanicum would become the Adeptus Mechanicus was that they would always have a seat . That is the only power the admech were granted.

Like every imperial faction they do get some autonomy this is linked to the imperial having a more feudal system than what we are used to seeing today.

Yup, you're indisputably correct.

They're without a doubt the best part of the 40k lore.
Their visual design and aestheics are objectively the coolest thing. Anyone who disagrees is wrong.
The books about them are all pretty good despite of Black Library.
Their armies have some of the best models GW has ever produced excluding that stupid robot.
They're the reason I got into 40k, first with Iron Hands successors fluffed to be even more admech alligned, now with the new armies for them.
The faction is based on such interesting ideas that their system of belief can be re-interpreted to be not only applicable, but a pretty good idea for a contemporary context.

Well, aptitude would seem the sane way to do it: Most go for tech priest, but then the vast majority wash out of the extremely rigorous program and get slotted into lesser roles. But this is 40k so the sanest way of handling things is the least likely to be done. In the absence of a canon answer, I'd guess it's probably that tech priests pick infants to become new tech priests based on interpreting the will of the Omnissiah through certain hallowed devices (which may or may not be performing some sort of bioscan, but the techpriests know what version of 'ding' means "you shall be a techpriest")

Contrary to popular belief, the Tau don't actually possess technology that would really be considered advanced in the 40k 'verse. What they do possess is a stable industry and the capability to replicate their high-end technology across the board, whether you consider them an advanced faction for this or not is down to personal interpretation of the semantics.

That the Tau have something to do with the Necrons is relatively certain, considering the fact that they were not recorded by the Old Ones and have those established shadowy connections. What it is, however, is unclear, and more likely than not may have been the plan of some entity or another who has been lost to the wars of recent. The Imperium has machine spirits that are borderline self aware. The Mechanicus has artillery capable of wiping out entire armies. The Mechanicus has vortex weapons, the mechanicus has rad weapons, the mechanicus has robots. The Tau really only have neat guns, not much else.

Eldar might be competition against the Mechanicus but too much of their technology has been lost, for all the shit talked about them the Mechanicus is pretty damn good at preserving technology.

The Tau know exactly how their neat guns work and actively improve and modify them, and spread knowledge of how to do so along the Earth Caste, so that a discovery made on Sa'Cea can be put to use on Vior'la and T'au quickly and easily. The Mechanicus barely remembers how half their stuff really works and they jealously guard what knowledge they do have, and most of their really fancy shit has to be made by hand rather than be mass-produced in automated factories.

Though Tau are making good progress compared to everyone else. When they got ion tech from Deimurges, they really ran with it. If they discovered a dormant tomb world, I'd say they're less likely to turn everything on than Admech, and have a better chance to make heads or tails of all that absurdly advanced supertech.

Honestly, the combination of factors makes AdMech the least fucked, even if not the most currently advanced faction. Eldar aren't progressing at all (AdMech are, if glacially, at least in some versions of the fluff), and while Tau are progressing faster there's a REASON some tech is heresy other than "because someone in the empire is/was a backwards luddite" (And no I don't mean the emperor, this would be going much faster with his guidance): In WH40K some branches of tech are species-extinguishing dangerous. The Tao will either rein in their innovation (Leaving them no better than the AdMech) or self destruct.

Harlequins are drawn from all three subspecies of Eldar.

I doubt Dark Eldar that become Harlequins can use Psychic Powers due to the fact that Dark Eldar's psychic abilities have atrophied to nothingness.

Exodite and Craftworld Eldar do use Harlequin powers.
