That also works with the whole secessionist thing. The Imperium could have a blockade on imports until they come get the marines or the guard to wipe their asses out. The only reason they haven't yet, though, is because they don't want all out war with chaos in that sector, so they're forced to ignore their presence. Also gives a reason for the fortified protection, becuase they're probably turning their planet into a huge fortress for when shit hits the fan. Secret chant could just be some propaganda bullshit
