In terms of modus operandi, most attacks use multiple cells working in unison, but the cells themselves don't realise this.
One cell knows it has to build a bomb and dump it in an alley way, another knows it has to move a pile of junk to a government vehicle. Another has to hijack a vehicle and drive it to a government facility and dump it there, another has to plant a small charge on a van at the tax office, another just has to set a detonator to a certain frequency and hit the button while near a certain intersection.
