So, seeing as Naruto D20 is 1115 pages of rambling, mediocre rules, what would /tg/ suggest using for a Naruto game? I'm leaning towards Mutants & Masterminds, but I want to hear about some other options.

I made my own homebrew for Naruto because no other system quite works. We never wrote the rules down but it's quite simple. Rules light is the only way to go for Naruto but you need a good gm to handle keeping everything in check.

I one had an idea about using old mage, just removing paradox, and having bloodlines just be an alternate "focus" for a given sphere (just like how hardcore training could be a "focus" for guys like Rock Lee.)

Jiraiya was his godfather, and Tsunade is (distantly) related to his family by blood. They both knew, because Tsunade asked Jiraiya if he had told Naruto about his parents, and Jiraiya said he would once he got back from Rain. Why he hadn't told him before in the 3 year timeskip, we'll never know.
And yes, Tsunade and Naruto are relatives. Hashirama, Tsunade's grandfather, married Mito Uzumaki, Kurama's host at the time. He had kids, who then had Tsunade. Tsunade has Uzumaki genes in her, which probably explains while she's still alive in the Gaiden after using her cast-from-lifespan-super-regen power so much (Uzumaki lifespans are as OP as their chakra reserves, did I mention that Naruto turned out to have multiple innate genetic advantages as a member of a clan that true underdogs like Lee, Sakura and Tenten have no way to duplicate? Because he does).
This also means that Naruto was always going to be Hokage because the position revolves around nepotism and cronyism. 5 of the 7 Hokage are related, and the other 2 were protege of previous Hokage.
Neji was right: it's all a matter of birth and upbringing. Everything else is immaterial.

I remember my gm preparing Naruto game from modified d6 system, pretty sure It was the Star Wars one. It was weirdly abstract and pretty low powerlevel, but that was some time ago.
Jutsus were more about circumstance bonuses and context sensitive while the main game mainly revolved about positioning and using ninja tools.
You had to spend an action to activate a jutsu which seemed weird to me.

Not a terrible idea, but you should replace paradox with some other limiting factor instead, if you're going that route. Chakra, maybe, and hand out penalties for being too low on it?

Seems pretty accurate. Maybe use a Simple Move action (basically, go somewhere else in a straight line) and a Major action, but no fancy shit. Even upper tiers had that limit in the series, even if it was often invalidated by the narrative.
You're still weaving hand signs and calling the attack. Not much else you can do except get away while you do that.
