In all seriousness, if orcs are stronger than the average humanoid then they have to have an offsetting mental penalty or else you would think they'd be the superior and dominant species. If orcs are weaker than the average humanoid then you have to have an offsetting bonus to population to give them a numbers advantage. I have never seen a setting where orcs are actually smarter than other humanoids (with the exception of savant orc warlords).
I'd be interested if a GM could come up with a creative reason for why orcs aren't the dominant species in a setting where they are stronger than humans, more numerous, and equally intelligent.

And to answer that question, those "empires" usually aren't actual empires, from what I know. Robber "empires" tend to be extremely shortlived. The way orcs usually are in my settings is that they're sort of like apex predators. They're small populations and travel in small groups. They're big and cunning, but the nature of their massive food requirements keep them from forming large populations in any given area.

Orcs, I think, are at this point such a classic that all variants have been tried. Keeping with the Mongols, I actually really like Mongolian Orcs. A vast steppe civilisation of warriors, trekking over flat ground with massive numbers, pitching up camps that seem (and function like) cities. I think I'll add them to my next campaign, too, with the aim of having the party fight the chieftain in his massive palace on wheels, pulled by a thousands oxen. A thousands oxen who start ramping as the battle starts, with the entire palace gradually falling to pieces around them. I don't know if I can pull it off, but that's what I want.
I like a certain heterogenity among my Fantasy races, so there's room for multiple Orc variants, with a larger Orc "empire" unifying them. Seems fun enough, to have the party run into a few different Orcs, and then give them a unified group of the different variants.

My orcs tend to draw a bit from wh40k. Like I have an orc ''nation'' in my setting thats basically an old ruined fort on the border of some wood elf lands thats just a stopping off point for orcs who want to fight the wood elves because it was a wood elf God that blinded Gruumsh. I basically based it off Armaggedon in concept and reskinned it.

Pathfinder. It is definitely ambitious, and nothing more than a plan, at this point. But it hits the sweet spot of what I like about Mongolian Orcs. In practice, it would mean the battlefield breaking up in smaller pieces, with some hazardous terrain to represent the floor breaking up.
I tend to treat Orcs as raiders, that's why the Mongols are such a good example for them. The more powerful they are, the better their stuff. Orcs of this sort of powerlevel would have conquered a lot, and would have craftsmen and wizards working for them. Even if they don't control the magic users with power, they have plenty of plunder to offer as payment.
In context of a campaign, you could ramp it up. The orcs your players are used to are just the shitty tribes, and later the vanguard or the tribes driven before the main force. They could have progressively better gear, until the party learns that the warlord wields a legendary axe, according to some being the source of his power.
And because of their barbarian reputation, this description fits a lot of levels. I usually don't turn them into a civilisation, though. Just like I can't picture Elves working the land, I can't picture Orcs slaving away in a city.
Maybe orcs hibernate and need to get fat in the fall? Have you ever seen an orc in the winter?
